Is it possible to have my symptoms and not have warts?

I have some lumps on my penis head that are painless and dont itch
i went to the doc and he said im fine but could he be mistakend?

Maybe their just a rash, if you went to a regular doctor trying going to a dermatologist instead they have more experience with things like that. Plus it wouldn’t hurt to go for a second opinion anyways.
