I had 3 plantar warts removed from my foot today..It’s been about 16 hours since the procedure and my whole foot is puffy and swollen to where I can’t even move my toes..The doctor didn’t tell me that something like this could happen..Is this normal?

This definitely did not happen to me but I can’t say for sure if it’s an emergency/that you had a bad reaction. I would call the dr. tomorrow and ask them if this is normal/if you should come back to their office or go to the hospital.
I would think some swelling would be normal. Depends on the location and how much "surgery" was required to get those things off. The more the doctor had to "do", the more swelling.
I’d keep the foot elevated and give the doctor a call in the morning just to double check.
Some swelling is going to be normal. It is going to be too early for an infection, so the main concern is, is the swelling compromising the foot. The signs to look out for are, is the foot extremely painful (ie more than expected from the operation), are you getting pins and needles, is it completely numb, is it cold and white and are the pulses gone? These are clues as to whether the blood or nerve supply has been compromised from the swelling. If yes, go to the emergency room immediately. If no, just keep the foot elevated as much as possible and a compression stocking might help.
