I have had this dry skin on my finger that does not go away for 5-6 years already. I have gone to the doctor several times and the doctors think it is a wart and they have frozed it several times, but it never goes away. Sometimes I scrape it off with a razor so it won’t look so nasty but it always grows back. What could it be?

My girlfriend has a strain of HPV and had warts removed a few years ago. I have always used a condom with her, but I would ideally like her to go on birth control so I don’t have to use one. If there are no warts present, can I get genital warts if I don’t use a condom?
